疫情期间，各地的违法犯罪案件层出不穷，各地执法行政部门也是忙得焦头烂额，又要制定实施防疫防控措施办法，又要处理违法犯罪的行为。尽管如此，依然有人以身试法，或许是存在侥幸心理，或许是追求“乱中险胜”的刺激。在如此紧张的抗击疫情期间，对于违法犯罪的行为，法律是怎么规定的，对于疫情期间各种各样的违法行为又是如何适用法律的？2020年2月10日，我国最高人民法院、最高人民检察院、公安部、司法部四部联合制定了《关于依法惩治妨害新型冠状病毒感染肺炎疫情防控违法犯罪的意见》的通知，并公之于众。

监狱里感染新冠肺炎的罪犯治疗费用谁承担，能否申请国家赔偿？

2020年2月20日，在各地确诊数量有所下降或新增为零，疫情防控效果显著时，却有新闻报道了多地监狱确诊人数增多事件：比如2月20日，浙江省新增确诊28例，其中十里丰监狱确诊27例，累计确诊34例；同日，山东省新增202例，其中任城监狱新增200例，累计确诊207例（其中7例为监狱干警）；2月21日，湖北省武汉女子监狱确诊230例，湖北省汉津监狱确诊41例。监狱做为看管犯人的高度封闭场所，一旦发生感染情况后果非常严重，那么现在感染的犯人，治疗新冠肺炎的费用由谁承担？是否能申请国家赔偿？

On February 20, 2020, when the number of confirmed cases decreased or thenumber of new cases was zero, and the epidemic prevention and control effectwas significant, there were news reports that the number of confirmed casesincreased in prisons in many places. For example, on February 20, 28 new caseswere confirmed in Zhejiang province, including 27 cases in Shilifeng prison,with a total of 34 cases confirmed. On the same day, there were 202 new casesin Shandong province, including 200 new cases in Rencheng prison, with a totalof 207 cases confirmed (7 of which were prison police officers). On February21, 230 cases were confirmed at Wuhan Womens prison and 41 at Hanjin prison inHubei province. Prison as a highly closed place for prisoners, once theconsequences of infection is very serious, so now infected prisoners, who willbear the cost of treatment of new coronary pneumonia?
